Salary Grade Table 2026 Philippines — SG 1 to 33 (Third Tranche)

In 2026, Philippine government pay runs from ₱14,634/month at Salary Grade 1 (Step 1) to ₱449,157 at Salary Grade 33 — the President. This is the third tranche of the salary schedule under Executive Order 64 (s. 2024), effective 1 January 2026, with a fourth and final tranche due in 2027.

Every civilian government position is assigned a Salary Grade (SG) from 1 to 33, and each grade has 8 steps. New hires start at Step 1; you move up one step for every three years of satisfactory service (or faster via merit). Third Tranche of the EO 64 salary schedule, effective 1 Jan 2026, per DBM National Budget Circular No. 601. "Typical positions" are representative only; a grade can hold many job titles. How the Salary Grade and step system works

Your monthly basic pay is set entirely by two numbers: your Salary Grade (the position) and your step (your seniority within that grade). Everything else — allowances, bonuses, hazard pay — is added on top of this basic figure.

  • 8 steps per grade. Step 1 is the entry rate; Step 8 is the ceiling for that grade.
  • Step increments. One step every three years of satisfactory service, or every two years with a "Very Satisfactory" rating — this is how pay rises without a promotion.
  • Promotion = grade jump. Moving from Teacher I (SG 11) to Teacher II (SG 12) resets you near the bottom of the higher grade but lifts your basic pay.
  • Standard add-ons. Most personnel also receive PERA (₱2,000/month), a mid-year bonus, a 13th-month pay, a year-end bonus, and a ₱5,000 cash gift.

EO 64 tranche history — how we got to 2026

The 2026 rates are the third of four annual increases under Executive Order 64, signed in 2024 to replace the older Salary Standardization Law V schedule. The rollout raises basic pay in stages:

  • First tranche — 1 January 2024
  • Second tranche — 1 January 2025
  • Third tranche — 1 January 2026 (the rates on this page)
  • Fourth and final tranche — 1 January 2027

What this means for your take-home pay

The Salary Grade figure is your basic pay, not your net. From it, deductions are taken for GSIS (9% personal share for government employees), PhilHealth (2.5% employee share), Pag-IBIG (₱200), and withholding tax. Added back are PERA and any position-specific allowances and hazard pay. For most rank-and-file positions, net take-home lands a few thousand pesos below the basic figure once GSIS and tax are applied.
