Why is OFW pay so much higher?
Two factors: (1) gulf countries pay tax-free in USD-equivalent currencies; (2) hosts cover housing, transport, and often food. Net take-home is typically 70–85% of gross — much higher than the local 65–80%. Net-of-deductions, OFW pay is often 3–5x local equivalent.
What about freelance / consulting?

Should I take licensure if private pay is similar?
