Why Nurse I is Salary Grade 15
For years, government Nurse I positions sat at Salary Grade 11 — well below what the law promised. Republic Act 9173, the Philippine Nursing Act, provides that the entry salary of a government nurse should be Salary Grade 15. After a long fight, that SG 15 base was implemented, so a Nurse I now enters at ₱42,178/month in 2026 rather than the SG 11 rate of ₱31,705. It is one of the biggest pay differences between two adjacent professions in the plantilla.
Allowances and hazard pay
Public-health nurses are covered by the Magna Carta of Public Health Workers (RA 7305), which adds meaningful amounts on top of basic pay:
- PERA — ₱2,000/month
- Hazard pay — a percentage of basic pay for those in hazardous assignments
- Subsistence and laundry allowance — for hospital-based staff
- Night-shift differential — for those working night duty
- Mid-year bonus, 13th-month pay, year-end bonus and ₱5,000 cash gift

Frequently Asked Questions
How much is a government Nurse I salary in 2026?
A Nurse I earns ₱42,178/month at Step 1 in 2026 (Salary Grade 15), as guaranteed by Republic Act 9173. Hazard pay, subsistence allowance and PERA are added on top for public-health nurses.
What is the highest nurse position in government?
The nurse plantilla runs to Nurse VII at Salary Grade 24, earning ₱102,603/month at Step 1 in 2026. Beyond that, nurses move into chief-nurse and hospital-management roles at higher grades.
Do private hospital nurses earn the same?
No. The SG 15 entry applies to government nurses. Private-hospital pay is set by the employer and is often lower than the government rate for entry roles, which is why many nurses target public-sector plantilla positions.
Is Nurse I really Salary Grade 15 now?
Yes. The SG 15 entry mandated by the Philippine Nursing Act is implemented, so government Nurse I positions are paid at SG 15 (₱42,178 in 2026), not the old SG 11 rate.
