Entry-level government salary (SG 1–6, 2026 Step 1)
Utility Worker and Administrative Aide positions are the most-hired plantilla items in government. They form the bottom of the Salary Grade table but come with the same PERA, bonuses and benefits as every other regular employee.

Benefits are the same as any regular employee
A common misconception is that entry-level staff miss out on benefits. For regular (plantilla) appointees, that is not the case — they receive:
- PERA — ₱2,000/month, which is a large add-on relative to an SG 1 basic pay
- Mid-year and year-end bonuses — one month's basic pay each
- 13th-month pay and the ₱5,000 cash gift
- GSIS, PhilHealth and Pag-IBIG membership and their benefits
Job order vs plantilla
Many entry-level workers start as job-order (JO) or contract-of-service (COS) personnel. They are paid a daily rate benchmarked to the equivalent Salary Grade, but they are not plantilla employees — so they do not get PERA, bonuses or automatic GSIS coverage. A plantilla appointment at SG 1 is therefore worth more in total than a JO role paid at the "same" rate.
