Barangay Official Salary 2026 — Captain & Kagawad Honoraria

Barangay officials receive an honorarium, not a Salary Grade salary. The Punong Barangay's honorarium is pegged to Salary Grade 14 and Sangguniang Barangay members (Kagawads) to SG 10, subject to the barangay's income class — with a statutory floor set by the Local Government Code.

How barangay pay actually works

Unlike teachers or nurses, barangay officials are not paid a fixed Salary Grade salary. They receive an honorarium whose ceiling is pegged to a Salary Grade, and the actual amount depends on the income classification of the city or municipality the barangay belongs to. Wealthier LGUs pay closer to the SG-pegged ceiling; lower-income LGUs pay less.

Punong Barangay (Captain)Salary Grade 14₱38,764
Sangguniang Barangay Member (Kagawad)Salary Grade 10₱26,917
Barangay SecretarySalary Grade 10₱26,917
Barangay TreasurerSalary Grade 10₱26,917

Honoraria may not exceed the first step of the pegged Salary Grade in the city/municipality concerned (DBM Local Budget Circular guidance under RA 7160). The reference figures show the 2026 SG 1 rate for context; actual honoraria vary by LGU income class and local ordinance.

The statutory minimum under RA 7160

The Local Government Code (RA 7160) sets a floor: at least ₱1,000/month for the Punong Barangay and ₱600/month for Sangguniang Barangay members, the barangay secretary and treasurer. In practice most barangays pay well above this floor, because the honorarium is allowed to rise up to the SG-pegged ceiling as local funds allow. Officials are also entitled to Christmas bonus and, in many LGUs, insurance and other benefits.

Other barangay benefits

  • Christmas bonus / year-end honorarium
  • Insurance coverage and, in many LGUs, medical assistance
  • Free tuition or scholarship for one child in some LGUs (via local ordinance)
  • Exemption from certain fees and civil-service eligibility credit for long service

Frequently Asked Questions

How much is a Barangay Captain's salary in 2026?

A Punong Barangay (Barangay Captain) receives an honorarium pegged to Salary Grade 14, subject to the LGU's income class. The Local Government Code sets a floor of ₱1,000/month, but most barangays pay well above that, up to the SG 14 ceiling as funds allow.

Sangguniang Barangay members (Kagawads) receive an honorarium pegged to Salary Grade 10, with a statutory minimum of ₱600/month under RA 7160. The actual amount depends on the city or municipality's income classification.

Not directly. They receive honoraria, not plantilla salaries, but the honoraria are capped at a Salary Grade equivalent — SG 14 for the Punong Barangay and SG 10 for other officials.
