BFP vs BJMP: Fire Service vs Jail Service Career Path

The Bureau of Fire Protection (BFP) and the Bureau of Jail Management and Penology (BJMP) were both created under RA 6975 and sit under the DILG. They share one pay schedule, but their written exams — both run by the Civil Service Commission — test very different content.

Since both exams were held on the same day in 2026, you can't count on taking both at one sitting. Decide which service you want before the next announcement.

The prep difference: the FOE rewards deep fire-service study, because three-quarters of it is specialized. The POE is more balanced — strong general ability carries half of it. If your aptitude skills are your strength, that tilts toward the POE; if you're ready to master the Fire Code and fire suppression, the FOE is fine.

Pay is identical

Both bureaus follow the MUP Base Pay Schedule (EO 107, s. 2025) — the same one the PNP and AFP use, not the civilian Salary Grade table. Fire Officer I and Jail Officer I each earn ₱31,151 a month in base pay in 2026, up to ₱108,041 for Fire Director and Jail Director, plus a ₱350-a-day subsistence allowance. The work

BFP. Under RA 6975, the BFP prevents and suppresses destructive fires and enforces the Fire Code. That means firefighting and emergency response, fire safety inspections, and fire and arson investigation — the same areas the FOE tests. Expect shift work and physically demanding incidents.

BJMP. Under RA 6975, the BJMP supervises city and municipal jails, which hold people awaiting investigation or trial, city and municipal prisoners, and those awaiting transfer to a national penitentiary. The work covers custody, escort, security, records and PDL welfare programs — again matching the POE's specialized half. Expect a facility-based job that is emotionally demanding.

How to choose

• BFP if you're drawn to emergency response, technical equipment and public fire safety.
• BJMP if you're drawn to custody, security and rehabilitation work, and you're comfortable working with persons deprived of liberty every day.

If you're a senior high school graduate aiming for an officer career in either bureau, the PNPA route commissions graduates as Fire Inspector or Jail Inspector.
