BFP Entrance Exam Overview
The written exam for Bureau of Fire Protection (BFP) applicants is the Civil Service Commission's Fire Officer Examination (FOE) — not an exam run by the BFP itself. Passing it gives you the Fire Officer eligibility for BFP ranks.

What it tests
- General Ability (25%) — verbal, analytical and numerical ability.
- Fire Suppression (30%) — pre-fire planning, firefighting techniques, tools and apparatus.
- Fire Safety and Prevention (20%) — the Fire Code, NFPA, Building and Electrical Codes, inspection procedures.
- Fire Investigation (15%) — arson law, rights of the accused, evidence.
- Administrative Matters (10%) — RA 6975, RA 9263, RA 9592, CSC rules, BFP memo circulars.
There is no clerical subtest and no separate general-information subtest. Study guides: verbal, numerical, analytical, and the fire laws and specialized areas.
How many pass
In the June 2026 FOE, 2,917 passed — a 16.19% passing rate. In October 2022 it was 17.14% (10,115 of 59,027). Sources: CSC; published list of passers.
What the eligibility leads to
The FOE eligibility is what you need to apply for appointment as Fire Officer I, the entry rank. Recruitment itself is run by the BFP, with its own announcement and screening, and appointment requires the RA 11549 height standard.
BFP pay follows the MUP base pay schedule (EO 107, s. 2025), not the civilian Salary Grade table. 2026 monthly base pay:
