BFP Exam Fire Laws and Specialized Areas Review

If you're looking for the "General Information" part of the BFP exam: the written exam is the CSC Fire Officer Examination (FOE), and it has no separate General Information test. Its general part is General Ability (25%) — verbal, analytical and numerical. The knowledge you need to memorize sits in the Specialized Area (75%), and that's what this post covers.

What to read for each area

Fire Suppression (30%)

The biggest single block. Study how a fire develops and is classified, extinguishing methods and agents, hose and ladder operations, pre-fire planning, and the tools and apparatus a fire station uses. Firefighting manuals and BFP training materials are the natural source.

Fire Safety and Prevention (20%)

• RA 9514, the Fire Code of the Philippines of 2008, and its IRR — the core reference. Focus on the fire safety requirements for buildings, the inspection process and the permits and clearances the BFP issues.
• The Building Code and Electrical Code provisions that relate to fire safety.
• NFPA standards at a basic level (what they are and how the Fire Code uses them).

Fire Investigation (15%)

• The arson provisions of the Revised Penal Code, as amended by PD 1613, including what counts as prima facie evidence of arson.
• Article III of the 1987 Constitution (Bill of Rights) — the rights of the accused during investigation.
• Evidence handling and the Rules of Court basics on evidence.

Administrative Matters (10%)

• RA 6975 (the DILG Act of 1990), which created the BFP and sets its powers and functions.
• RA 9263 (the BFP and BJMP Professionalization Act of 2004) and RA 9592, which amended it — ranks, qualifications, appointments.
• CSC rules and qualification standards, and BFP memorandum circulars.
