PHL Government Scholarships: Complete Landscape
PHL government offers multiple scholarship pathways. Most students don't know the full landscape.
RA 10931 — Free SUC Tuition
The biggest single pathway. Under RA 10931 (Universal Access to Quality Tertiary Education Act):
- All SUCs (state universities + colleges) are tuition-free for qualified Filipino students
- Includes UP, PUP, MSU system, regional state colleges
- Doesn't include miscellaneous fees, books, living expenses
- Means: bachelor's degree at PHL state universities is essentially free for tuition
For most families, RA 10931 + SUC enrolment = ₱400,000-₱800,000 in 4-year tuition savings vs private universities.
DOST-SEI Scholarship
The premium STEM scholarship. Two tracks:
RA 7687 (income-restricted)
- Annual household income ≤ ₱500,000
- STEM programmes only
- Full package: tuition + monthly stipend (₱9,000) + book allowance + transport + thesis allowance
- Total value: ₱720,000-₱800,000 across 4 years
Merit (income-blind)
- STEM programmes only
- Lighter package: tuition + monthly stipend (~₱5,000) + supplies
- Total value: ₱400,000-₱480,000 across 4 years

CHED Tulong Dunong
For non-STEM programmes at CHED-recognised universities:
- ₱60,000-₱80,000 across 4 years
- Tuition only
- Available at any CHED-recognised university
- Income + academic requirements
TES (Tertiary Education Subsidy)
For poorest qualifying students:
- Up to ₱40,000/year for tuition + supplies + living
- Means-tested (UCT covered list)
- Available at SUCs + CHED-recognised LCUs/private institutions
ESC (Educational Service Contracting)
For high school students attending private schools:
- Subsidises private school tuition for students who would otherwise attend public school
- Operated under DepEd's GASTPE (Government Assistance to Students and Teachers in Private Education)
SK Federation scholarships
Some LGUs offer scholarships through Sangguniang Kabataan + provincial/city programmes. Vary widely by location:
- Manila: ₱5,000-₱15,000/semester for qualified students
- Quezon City: similar
- Provincial scholarships vary
Specialty scholarships
PMA cadetship
- Full cost (tuition + room/board + stipend) at PMA
- Selection via PMAEE (top 4-6%)
- Lifetime AFP officer commission post-graduation
PNPA cadetship
- Same package as PMA but for PNP
- Selection via PNPAE
- Lifetime PNP/BFP/BJMP officer commission
Various agency scholarships
- DOTr (transport-related programmes)
- DENR (environmental science)

Private + corporate scholarships
Beyond government:

Apply broadly — many students don't realise the volume of available private support.
How to apply (general framework)
For most government scholarships:
- Check eligibility (income, academic, programme alignment)
- Take required entrance exams (DOST-SEI exam, UPCAT, etc.)
- Submit documents (PSA birth cert, school records, ITR, etc.)
- Wait for results (typically 6-12 months from application to award)
Start the process 1-2 years before you need the funding.
Common mistakes
- Not applying because of low confidence: most scholarships have lower bars than students assume
- Missing deadlines: many scholarships have firm windows
- Not stacking (some scholarships can be combined; check rules)
- Treating as backup only: apply broadly, accept whatever materialises
When DOST-SEI is the priority
For STEM-track students with eligible income, DOST-SEI is the highest-value PHL undergraduate scholarship. Apply even if you're uncertain — the application is free + the value substantial.
