NAPOLCOM PNPE General Information: Constitution, PNP Laws, Values

General Information/Uprightness is one of the four areas of the NAPOLCOM PNP Entrance Exam. It's where memorization pays off most directly, because the scope is defined. NAPOLCOM lists:

1. The Philippine Constitution
2. PNP laws
3. The criminal justice system
4. Social awareness and value judgment
5. Values

NAPOLCOM doesn't publish the number of items in this area (or in the exam), so cover all five. There's no separate "police knowledge" subtest; the PNP laws are tested here.

1987 Constitution

Focus on:

• Article II — Declaration of Principles and State Policies
• Article III — Bill of Rights. The provisions on searches and seizures, arrest, the rights of persons under investigation, and due process matter most for police work.
• Articles VI, VII and VIII — the three branches of government
• Article XVI, Section 6 — the State shall maintain one police force, national in scope and civilian in character

Read the actual text of Article III more than once, not just summaries. Small wording differences matter.

PNP laws

• RA 6975 — the Department of the Interior and Local Government Act of 1990, which created the PNP under the DILG and set up NAPOLCOM's role
• RA 8551 — the PNP Reform and Reorganization Act of 1998
• RA 11200 — renamed the PNP ranks: Patrolman/Patrolwoman, Police Corporal, Police Staff Sergeant, Police Master Sergeant, Police Senior Master Sergeant, Police Chief Master Sergeant, Police Executive Master Sergeant; then Police Lieutenant up to Police General
• NAPOLCOM's role: administrative control and operational supervision over the PNP

• RA 7438 — rights of persons arrested, detained or under custodial investigation
• RA 9165 — Comprehensive Dangerous Drugs Act
• RA 9262 — Anti-Violence Against Women and Their Children Act
• RA 10591 — Comprehensive Firearms and Ammunition Regulation Act

The criminal justice system

Learn the five pillars and what each does: law enforcement, prosecution, courts, corrections, and the community. Know which agencies belong to each (PNP and NBI; the prosecution service; the courts; BJMP, BuCor and parole and probation; the community and barangay).

Social awareness, value judgment and values

Practice items for this part usually describe a situation and ask for the most appropriate action. The right answer is typically the one that is lawful, honest, respects rights, and serves the public over personal interest. Practice many situational items and explain to yourself why each wrong option is wrong.
