BJMP Entrance Exam Overview
The written exam for Bureau of Jail Management and Penology (BJMP) applicants is the Civil Service Commission's Penology Officer Examination (POE) — not an exam run by the BJMP itself. Passing it gives you the Penology Officer eligibility for second-level ranks in the BJMP and related positions.

What it tests
- General Ability (50%) — verbal, analytical and numerical ability.
- Concepts of Jail Management and Operations (20%) — PDL classification, commitment and release, custody and escort, searches and contraband, jail intelligence.
- Rules and Standards for the Treatment of PDL (20%) — the Mandela and Bangkok Rules, the Bill of Rights, PDL welfare programs.
- Special Laws (10%) — RA 6975, RA 9263, RA 9592, RA 6713, the Anti-Torture Act, the GCTA law, the Community Service Act.
There is no clerical subtest and no separate general-information subtest. Study guides: verbal, numerical, analytical, and jail management and special laws.
How many pass
In the June 2026 POE, 1,488 passed — a 16.34% passing rate. In October 2022 it was 16.23% (1,574 of 9,696). Sources: CSC; published list of passers.
What the eligibility leads to
Appointment as Jail Officer I, the entry rank, needs the POE eligibility plus a bachelor's degree and the RA 11549 height standard. Recruitment itself is run by the BJMP, with its own announcement and screening.
BJMP pay follows the MUP base pay schedule (EO 107, s. 2025), not the civilian Salary Grade table. 2026 monthly base pay:
