MSU's tuition is already among the lowest in PHL (~₱5,000-₱10,000/sem). Combined with scholarships, MSU education can be effectively free.

Tuition baseline

MSU campuses follow standard state university tuition rates. With CHED's Universal Access to Quality Tertiary Education Act (RA 10931), tuition at SUCs (state universities and colleges) is free for qualified Filipino students.

So baseline cost at MSU is essentially:

• Tuition: ₱0 (CHED-covered)
• Miscellaneous fees: ~₱2,000-₱4,000/sem (still required)
• Books + supplies: ~₱3,000-₱5,000/sem
• Accommodation + food: ~₱8,000-₱15,000/month if not living with family

DOST-SEI scholarships at MSU

If you also qualify for DOST-SEI:

• Full RA 7687 package: ₱720,000-₱800,000 over 4 years
• Covers tuition, monthly stipend, books, transport
• For STEM programmes only

DOST-SEI + MSU is one of the highest-leverage Filipino education funding combinations.

CHED Tulong Dunong

For non-STEM programmes:

• ₱60,000-₱80,000 over 4 years
• Tuition only
• Available at any CHED-recognised university including MSU

MSU institutional scholarships

MSU offers:

• Full academic scholarships for top SASE scorers
• Dean's list scholarships maintained through GPA
• Cultural minority scholarships (BARMM areas)
• Sports scholarships
• Specific donor-funded scholarships

Government grants and aid

• TES (Tertiary Education Subsidy): up to ₱40,000/year for poorest qualifying students
• LGU scholarships from various provincial/city governments

Total cost (best case)

For a STEM-track MSU-IIT student with DOST-SEI + government grants:

• Tuition: ₱0
• Stipend: ₱9,000/month × 10 months = ₱90,000/year
• Other allowances: ~₱20,000/year

Net: family receives effectively ₱100,000+/year while student is in school. That's the most generous undergraduate funding pattern in PHL.

• STEM-track candidates who qualify for DOST-SEI
