CSE Sub-Pro Career Value: First-Level Government Positions

Passing the CSE Subprofessional gives you Career Service Subprofessional Eligibility. The CSC says it is valid for first-level (clerical) positions only. It's a real step into permanent government work, but it has a ceiling: second-level (technical) posts need Professional eligibility or its equivalent.

What Sub-Pro opens

First-level posts are the clerical and support positions in government offices. The best-known series is Administrative Aide I to VI. Each position also has its own qualification standards (education, experience, training), so always read the posting.

What these posts pay in 2026

National government Step 1 monthly basic pay, 2026 (third tranche of EO 64, s. 2024):

Pay rises again on January 1, 2027 under the fourth and final tranche (SG 1 Step 1 becomes ₱15,208). Local governments pay a percentage of these rates depending on their income class. On top of basic pay you get ₱2,000 PERA a month, a mid-year bonus and a year-end bonus (the government's "13th-month pay", which comes with a ₱5,000 cash gift). Career advancement

You can move up within first-level posts as items open and you meet their qualification standards. To move into second-level (technical) posts, you need Career Service Professional Eligibility (from the CSE Professional) or an equivalent, such as eligibility from a board or bar exam (RA 1080).

For comparison, a Salary Grade 11 post such as Teacher I pays ₱31,705 at Step 1 in 2026, but that kind of post needs a license or Professional-level eligibility, not Sub-Pro.

When Sub-Pro is the right choice

• You want a first-level clerical or administrative aide post.
• You want a first government eligibility now and may take the Professional level later.

If you're aiming for second-level posts, take the Professional level instead: it covers first-level posts too. Both levels have the same ₱500 fee and 80.00 passing mark, and both passed at roughly 12–17% in recent sittings.
