Career advancement
First-level positions can promote within first-level (SG 1 → SG 10) over time. To move to second-level, you need:
- CSE Pro eligibility (separate exam)
- Bachelor's degree (often required)
Without these, career ceiling is at SG 10 (~₱28,000-₱32,000/month base).
Lifetime career value
For a 30-year career going from SG 1 to SG 10:
- Cumulative compensation: ₱8-₱12 million
- GSIS pension after retirement: ₱18,000-₱25,000/month for life
Modest but stable. Better than equivalent private-sector entry-level work for most candidates.

- You don't have a bachelor's degree and aren't pursuing one
- You specifically want first-level government work
