Why PhLE Pharmacy Laws Are the Easiest Points to Win
If you ask Filipino pharmacy graduates which part of the PhLE they're most worried about, few name jurisprudence. That's a mistake. Pharmacy laws and ethics aren't a separate PhLE subject: in PRC's exam programme they sit inside the Pharmaceutics paper, which carries 17.5% of your general average, and RA 10918 lists Legal Pharmacy and Ethics in the exam's scope. The content is finite. It's stable cycle-to-cycle. And it heavily rewards memorisation. Yet many reviewers leave it for the final week and lose easy points. Whether you're sitting PRC's October 15–16, 2026 exam or a 2027 sitting, this is where you make your buffer points. Here's how to actually own this material.
The Three Pillars of PhLE Pharmacy Laws
Pillar 1: RA 10918 (Pharmacy Law)
The Philippine Pharmacy Act of 2016 — the foundational statute. Know it by section, not just by general topic. Specific high-frequency areas:
- Scope of the practice of pharmacy (Section 4) — what activities count as practising pharmacy
- Definition of terms (Section 5) — the definitions questions are built on
- Continuing professional development — the PIC is renewed every three years with proof of CPD (Section 20)
- Penalties for unauthorised practice and other violations (Sections 45–46)
- Composition and functions of the Board of Pharmacy — a Chairperson and two members (Sections 6–8)
Pillar 2: RA 9165 (Comprehensive Dangerous Drugs Act)
The dangerous drugs law. Review these areas closely:
- Schedule classifications — which substances fall under which schedule
- Prescription requirements for dangerous drugs, including the special prescription form
- PDEA licensing for prescribers and establishments that handle dangerous drugs
- Record-keeping requirements — duration, format, inspection access
- Penalties for illegal possession, distribution, sale
Pillar 3: FDA Regulations and BFAD History
RA 9711 (FDA Act of 2009) replaced BFAD with FDA. Topics:
- FDA functions (registration, post-market surveillance, recall authority)
- Drug registration categories (CPR — Certificate of Product Registration)
- Generics Act (RA 6675) and the generic prescribing rules
- Cheaper Medicines Act (RA 9502)
- Senior Citizens and PWD discount laws as they apply to pharmacies
The 2-Week PhLE Laws Block
Pharmacy laws fits in a tighter block than other subjects because the content is concentrated. Here's the rhythm:
Week 1: RA 10918 + RA 9165 Memorisation
Daily 45-minute sessions. Pull up the actual statutes (or summarised reviewers) and read by section. Then quiz yourself on definitions, scope provisions, and penalty schedules. Flashcards work well here — laws reward direct recall more than any other PhLE subject.
Week 2: FDA + Other Special Laws + Ethics
FDA regulations, generics rules, plus the Code of Ethics. The ethics portion is small but part of the exam's scope. Read the Pharmacist's Pledge and the ethics code at least twice.
High-Yield Items to Drill
- Which prescribers and establishments need a PDEA licence for dangerous drugs
- The special prescription form for dangerous drugs vs an ordinary prescription — what's prescribed on each
- RA 10918 penalties (Section 45: ₱250,000–₱500,000 or 1 year and 1 day to 6 years; Section 46: ₱100,000–₱200,000 or 30 days to 1 year)
- Generic Act labelling requirements (brand name in parentheses, etc.)
- Continuing Professional Development units required per renewal cycle
- Composition of the PRC Board of Pharmacy
- Drug recall classifications (Class I, II, III)
The Ethics Section Most Reviewers Skip
The Code of Ethics for Filipino Pharmacists isn't long. Read it twice during your laws block. PhLE will ask scenario questions like 'a pharmacist receives a request from a friend for a controlled substance without prescription — what's the correct response?' These items are pure recall and pure ethics. Free points.
What About Pharmacy Management?
The 'Management' part of the subject covers basic pharmacy operations — inventory, procurement, dispensing workflow, drug store classifications (drugstore vs pharmacy vs hospital pharmacy permits). It's a small portion of the subject. Don't over-invest. Get the structural rules right and move on.
Why Filipino Reviewers Lose Points Here
Three common patterns:
- Reading laws once and assuming retention. Statutes don't stick on a single read. Re-read at least 3 times across your laws block.
- Confusing old and updated laws. RA 10918 replaced RA 5921. Some old reviewers still cite the old law. Update your materials.
- Skipping the ethics code. It's short, it's tested, and it's the cheapest set of points on the entire PhLE.
Pacing on Exam Day
Pharmacy laws items are mostly recall — fast to answer once you know them. Move through them briskly and bank the time for the computational Pharmaceutics items on the same paper. Don't second-guess on laws; your first instinct is usually right when the recall is solid.
Check the Official Dates
Confirm cycle dates and filing deadlines with the PRC. PRC has not yet published its 2027 schedule; the first 2027 PhLE is expected around April 2027.
FAQ
Is RA 10918 the same as the old RA 5921?
No. RA 10918 (Philippine Pharmacy Act of 2016) replaced RA 5921. Make sure your reviewer materials reflect RA 10918. Older books may still reference RA 5921.
How much PhLE jurisprudence content is RA 9165 specifically?
PRC doesn't publish a breakdown by statute. Treat RA 9165 as one of the two core laws alongside RA 10918, and give it a full review pass.
Do I need to memorise specific peso fines and prison terms?
The major ones, yes. The RA 10918 penalty ranges and the RA 9165 possession penalties are classic review topics.
Should I buy a separate pharmacy laws reviewer?
One good summarised reviewer is enough. Multiple sources here just create confusion since the laws themselves are fixed.
