Is this an actual application?

No — this is a pre-screen. After this, apply directly at sciencesa.dost.gov.ph (DOST-SEI) or chedscholarship.ched.gov.ph (CHED). Both run separate exam + document submission tracks.

DOST-SEI's RA 7687 track caps annual household income at ₱500,000 (uses BIR records). CHED Tulong-Dunong uses ₱400,000 as the qualifying line. Above those, you fall into 'merit' tracks where grades dominate.

No — both are full grants and explicitly mutually exclusive. You'd choose DOST for STEM courses (it pays more — ~₱40,000/year + book allowance) or CHED for non-STEM courses.

DOST-SEI and CHED Merit are first-degree only. CHED Tulong-Dunong has slots for 2nd-degree applicants under specific tracks. LGU and private foundations (SM, Megaworld, ABS-CBN) often fund 2nd-coursers.

DOST-SEI runs its own scholarship exam in late October each year. Top ~6,000 takers nationally win a slot. UPCAT/ACET/USTET scores DON'T directly qualify you — the DOST exam is separate.
