The barangay justice system (Katarungang Pambarangay) under the Local Government Code (RA 7160) settles many disputes at the barangay level before they reach the courts.
What it covers: many disputes between residents of the same city or municipality — for example, neighbor and property issues and minor offenses — with exceptions set by law.
Lupon Tagapamayapa:
- A body of 10 to 20 members appointed by the Punong Barangay
- Cases go first to mediation by the Punong Barangay, then to a conciliation panel (Pangkat ng Tagapagkasundo)
Process:
- File the complaint at the barangay
- Mediation, then conciliation
- A settlement is binding and can be enforced
- If there's no settlement, you get a certificate to file action in court
What it means for you:
- Many disputes can be settled locally and cheaply
- For covered disputes, going through the barangay first is required before going to court
