CSE Sub-Pro General Information Review

General Information has the most clearly defined scope in the CSE Subprofessional, and it's the same scope as the Professional level. The CSC lists four areas:

1. The Philippine Constitution
2. RA 6713, the Code of Conduct and Ethical Standards for Public Officials and Employees
3. Peace and human rights issues and concepts
4. Environment management and protection

The CSC doesn't publish how many items each area has, so cover all four. Philippine history, geography and current events are not on the official list; don't let them eat time that belongs to these four.

1987 Constitution

Start with:

• Article II — Declaration of Principles and State Policies
• Article III — Bill of Rights
• Articles VI, VII and VIII — the Legislative, Executive and Judicial departments (terms, qualifications, powers)
• Article XI — Accountability of Public Officers
• Article IX-B — the Civil Service Commission

Read the actual text, not just summaries. Small wording differences matter.

RA 6713

Memorize:

• Section 4 — the norms of conduct (commitment to public interest, professionalism, justness and sincerity, political neutrality, responsiveness to the public, nationalism and patriotism, commitment to democracy, simple living)
• Section 5 — duties of public officials and employees
• Section 7 — prohibited acts and transactions
• Section 8 — the Statement of Assets, Liabilities and Net Worth (SALN) and disclosure

Peace and human rights

• The Universal Declaration of Human Rights and basic human rights concepts
• The Bill of Rights as the Constitution's human rights core
• The Commission on Human Rights (Article XIII)
• Key laws such as RA 9710 (Magna Carta of Women) and RA 7610 (special protection of children)

Environment management and protection

• Basic concepts: biodiversity, climate change, pollution, waste management
• Key laws such as RA 9003 (Ecological Solid Waste Management Act), RA 8749 (Clean Air Act), RA 9275 (Clean Water Act) and RA 9729 (Climate Change Act)
• The role of the DENR
