PUPCET vs UPCAT vs USTET: Should You Take All Three?

Filipino college applicants typically take 3-4 elite Manila CETs as a portfolio rather than betting on one. PUPCET, UPCAT, and USTET are three of the most-taken CETs. They're complementary, not substitutes.

This post is the strategic comparison.

Content overlap

The three exams share substantial content:

  • Math: ~80% overlap (algebra, geometry, basic trig, statistics)
  • Science: ~75% overlap (biology, chemistry, physics, earth science)
  • English/RC: ~85% overlap
  • Pattern reasoning: USTET tests Mental Ability heavily; PUPCET has lighter Abstract; UPCAT minimal

A candidate prepping for all three uses a common foundation (UPCAT prep covers most of the others) plus exam-specific layering (USTET Mental Ability, PUPCET light Abstract).

Schedule

The three exams cluster in late August-October:

  • UPCAT: Late August-early September
  • PUPCET: Mid-late August through October (varies by branch)
  • USTET: Late September-October

Most candidates can take all three without scheduling conflicts.

Why take all three

Portfolio diversification

Each test is gateway to a different university with distinct programme strengths:

  • UP: prestige, low cost, broad programme range
  • UST: strong Med/Pharma/Accountancy/Architecture
  • PUP: highly affordable, strong CS/Engineering/Accountancy/Education

If you only take one and miss, your options narrow dramatically.

Cost is low

PUPCET (free) + UPCAT (free) + USTET (~₱600) = ~₱600 in fees. Travel adds ₱2,000-₱8,000 if from outside Manila. Total cost is small compared to one semester's tuition.

Same prep covers most content

The 70-80% content overlap means prepping for all three takes ~1.3x the effort of prepping for one — not 3x.

Strategic prep timing

Prep sequence for taking all three:

MonthsFocusNotes
1-3UPCAT-focused review (covers math + science base for all)Core foundation
4USTET-specific layering (Mental Ability)30-40 hours of pattern drilling
5PUPCET-specific (light Abstract, brief calibration)15-20 hours
6 (Aug-Oct)Take exams as scheduledUPCAT first, then USTET, then PUPCET

When to skip one

Skip UPCAT only if:

  • Your UPG is structurally too high (very low GWA + low UPCAT confidence) and regional UP campuses don't fit
  • You have no interest in any UP programme

Skip PUPCET only if:

  • You're certain you won't enrol at PUP (don't fit affordability profile, prefer private school)
  • The PUP branch campus near you doesn't have your target programme

Skip USTET only if:

  • You're certain you won't pay UST tuition (~₱90,000/sem)
  • Your target programme isn't UST-specific

For most candidates, taking all three is the strategic default.

Cost comparison post-admission

UniversityTuition per semesterOther costs
PUP₱5,000-₱10,000Books, transport
UPFree (with TES)Books, transport, dorm
UST₱70,000-₱110,000Books, transport

PUP is the most affordable post-admission option in PHL. Acceptance to PUP often eliminates family financial concerns about college.
