Engineering Board Review in the Philippines: CELE, ME, ECE, REE Compared
Which PRC engineering licensure is hardest? Pass rates, subject weights, typical review length, and how to structure a 14-week review plan for each engineering board.

The Four Major PRC Engineering Boards
The Philippines runs separate PRC licensure exams for Civil (CELE), Mechanical (ME), Electronics (ECE), and Electrical (REE) engineers. Each one has its own structure, passing rate, and review rhythm. Here's how they actually compare in practice.
By Passing Rate
- CELE (Civil): 30–40% pass rate. Structural Engineering and Construction is the killer subject.
- ME (Mechanical): 40–55% pass rate. Power and Industrial Plant Engineering carries serious weight.
- ECE (Electronics): 45–60% pass rate. GEAS plus Electronics Systems & Tech are the breadth challenge.
- REE (Electrical): 50–65% pass rate. Professional Subjects and Power Plants & Transmission are the most common fail points.
Review Length
Most passers across all four boards put in 12–16 weeks at 90+ minutes daily. Shorter than CPALE, longer than LET. Civil and ECE preppers tend to invest the longest because the subject breadth is wider — you can't cram either.
The Common Failure Pattern
Engineering boards all test three blocks: (1) Mathematics and Engineering Sciences, (2) a heavy professional-focus subject, and (3) a systems / design / economics subject. Reviewers who neglect that third block fail disproportionately. It feels lower-stakes — but it carries the same weight as everything else.
14-Week Plan Template
Weeks 1–2: diagnostic mock across all three subject blocks; identify the weakest. Weeks 3–8: rotate blocks daily, with one weekly full-length per subject. Weeks 9–12: timed domain mocks, rebuild weak blocks. Final 2 weeks: board simulation every other day; final-week recall only.
