PRC LERIS Application for Engineering Boards: 2026 Walkthrough
PRC LERIS engineering application — step-by-step 2026 walkthrough for CELE, ME, ECE, and REE. Documents, fees, common errors, and timing tips.
By Super Tutor PH
Filing your PRC LERIS engineering application is the most boring part of the licensure journey. It's also the part where the most candidates lose their seat. Wrong document scan, mismatched name spelling, missed appointment slot, payment that didn't process — every cycle the PRC turns away candidates who studied for months because they bungled the paperwork three weeks before the exam.
This is the 2026 walkthrough for CELE, ME, ECE, and REE applicants on the PRC LERIS online system. We'll cover what to prepare, when to file, how to book your appointment, and the errors that cost candidates their slot.
What LERIS Is and Why You Use It
LERIS stands for Licensure Examination and Registration Information System. It's the PRC's official online portal for examination applications. Since 2020, almost all engineering board applications run through this system. The walk-in counter approach is gone for most processes — you'll only physically visit PRC for biometrics and document verification, and only after your online application is approved.
The portal lives at online.prc.gov.ph. Bookmark it. The mobile app version exists but the desktop site handles document uploads more reliably.
Documents You Need Before You Start
Don't open LERIS until you have all of these in digital form. Half the application errors come from candidates trying to scan documents mid-application.
- Birth certificate (PSA-issued) — clear scan, both sides if applicable.
- Transcript of Records (TOR) — official, with school dry seal. Yours, not a photocopy of someone else's.
- Form 137 / good moral character certificate — from your school registrar.
- NBI Clearance — issued within the last six months.
- Marriage certificate (if applicable) — for name-change documentation.
- Recent passport-size photo — white background, taken within the last six months. Specific dimensions matter; check the LERIS upload tool's specs.
- Valid government ID — passport, driver's license, or UMID preferred.
Scan everything at 300 DPI minimum, in JPG or PDF. File sizes under 1MB each. Names must match exactly across documents. If your TOR says "Juan Dela Cruz" but your NBI says "Juan dela Cruz" (lowercase d), the system will flag it. Fix the discrepancy at the source before uploading.
Step-by-Step LERIS Walkthrough
Step 1: Create Your LERIS Account
Go to online.prc.gov.ph and click "Register." Use a personal email you check daily — not your school email. PRC sends critical notifications here including your appointment confirmation and any document rejection notices. Verify the email when prompted.
Step 2: Complete Your Profile
Fill in your full name (exactly as on PSA birth certificate), birthdate, civil status, contact details, and address. Upload your passport-size photo and a valid ID. Triple-check spelling. Once your profile is locked, name corrections require a separate process and can delay you by weeks.
Step 3: Select Your Examination
Click "Select Transaction" then "Examination." Choose your specific board — Civil Engineer, Mechanical Engineer, Electronics Engineer, or Registered Electrical Engineer. The system will show the next available exam dates:
- CELE — September 26-27, 2026 (next), then March 2027.
- ME — August 7-9, 2026 (next), then February 2027.
- ECE — October 17-18, 2026 (next), then March-April 2027.
- REE — September 5-6, 2026 (next), then April 2027.
Step 4: Upload Documents
The system prompts for each required document one at a time. Upload, preview, confirm. If your scan is unclear, the system will reject it on review even if it accepts the upload initially. Re-scan rather than re-uploading the same blurry file.
Step 5: Choose Your Examination Centre
Major PRC engineering exams run in Manila, Baguio, Cebu, Davao, Iloilo, Legazpi, Cagayan de Oro, and selected regional centres depending on the board. Slots fill fast for popular cycles. Choose your centre carefully — once locked, transfers are difficult and require approval.
Step 6: Pay the Examination Fee
Fees vary by board but typically run ₱900-₱1,200 for engineering boards. Payment options include GCash, Maya, online banking, and PRC counter payment. Online payment is faster but failed transactions are frustrating — keep your reference number even after success.
Step 7: Book Your Biometrics Appointment
This is the only physical visit required. Choose the PRC office nearest you (the one you'll take the exam at, ideally) and pick a date. Slots open in 30-day windows; book the earliest one you can. Bring printed confirmation, original IDs, and the scanned documents (PRC sometimes asks to verify originals).
Timing: When to File
Three months before your target exam date is the sweet spot. PRC typically opens applications 3-6 months ahead. Filing too early can cause issues if your supporting documents (NBI clearance) expire before the exam. Filing too late risks losing your preferred exam centre.
Concrete Timing for 2026 Exams
- September 2026 CELE — file by July 1, 2026 at latest.
- August 2026 ME — file by June 1, 2026 at latest.
- October 2026 ECE — file by July 15, 2026 at latest.
- September 2026 REE — file by June 15, 2026 at latest.
The official deadlines on the PRC announcements page may be later than these dates. File early anyway — you'll thank yourself when document issues surface.
Common Errors That Cost Candidates Their Slot
Mismatched Names Across Documents
If your TOR says "Maria Santos" but your PSA birth certificate says "Maria Santos-Cruz" (with a maternal surname suffix), the system flags it. PSA birth certificate is the gold standard. Other documents must match it exactly.
Expired NBI Clearance
NBI clearance must be valid through the exam date. If yours expires before then, renew first. Do not upload an expired one and hope.
Photo That Fails Specs
White background, no glasses (in most cases), neutral expression, recent photo. Selfies don't pass. Get a proper studio photo or use a phone with a clean white wall and good lighting.
Missed Biometrics Appointment
If you miss your booked slot, rebooking is allowed but slots may be 2-3 weeks out. Don't miss the appointment.
Wrong Exam Centre Selection
Picking Manila when you live in Cebu means traveling for the exam. Slots fill quickly — book early to get your preferred centre.
The Notice of Admission and Exam Day
About 2-3 weeks before the exam, PRC issues a Notice of Admission (NOA) through your LERIS account. Print it. Print two copies. Bring it on exam day along with your official PRC-issued ID (you'll receive this at biometrics).
For the actual exam day prep, see the engineering board pacing guide. For final review, the subject-specific strategy guides — CELE structural, ME machine design, ECE systems, and REE circuits — cover the highest-yield material per board.
How Super Tutor Supports Application Prep
While LERIS handles your application logistics, the actual pass-or-fail outcome depends on the months of practice that follow. The Super Tutor engineering track covers all four major boards with topic-tagged practice items, mock exams, and detailed rationales. Focused Yearly is ₱1,999/year. The combination of LERIS-confirmed slot plus disciplined review across the prep window is what gets you across the 70% threshold.
FAQ
Can I file LERIS without my Form 137?
No. Form 137 (or its equivalent) is mandatory. Get it from your school registrar before starting the application.
What if I'm a foreign-trained engineer?
You'll need additional credentialing through PRC's foreign credentials evaluation process. The application is more complex — start at least 6 months before your target exam.
Can I change my exam centre after filing?
Yes but with approval. The transfer process is bureaucratic and slow. Pick correctly the first time.
What happens if my application is rejected?
You'll get a notice through LERIS with the rejection reason. Most rejections are document quality issues — fix and re-upload. The window to correct is typically 7-14 days.
