You don't need an expensive review center to get good study material. Here are legitimate free resources for Philippine board and entrance exam prep.
Official sources
PRC
Board exam questions are confidential, and PRC doesn't publish past papers. Use prc.gov.ph for what it does publish: exam schedules, application requirements, results and announcements for your board.
CSC
For the Civil Service Exam, each CSC exam announcement on csc.gov.ph lists the scope of the exam. For CSE Professional, that's Verbal Ability, Numerical Ability, Analytical Ability and General Information (the Philippine Constitution, RA 6713, peace and human rights, and environment management and protection). Use it as your checklist.
Laws and the Constitution
The full text of the 1987 Constitution, RA 6713 (the Code of Conduct and Ethical Standards for Public Officials and Employees) and other laws is free on the Official Gazette website and on Lawphil.
DepEd curriculum guides
For LET candidates, DepEd publishes its curriculum guides (K to 12 and the newer MATATAG curriculum) on deped.gov.ph. Useful for the content and teaching-method items in your major.
School admission pages
For college entrance tests, each school's admission page (UP for UPCAT, Ateneo for ACET, and so on) lists the test's sections, eligibility and dates. Read it before buying any reviewer.

Filipino exam prep channels
Search YouTube for your exam:
- Many Filipino CPAs post free accounting problem walkthroughs
- Engineering boards have several free YouTube tutors
- LET prep channels exist for both Elementary and Secondary
Quality varies, so check a channel's explanations against your textbook before relying on it.
General education channels (English)
- Khan Academy (math, science, basic concepts)
- Crash Course (high-level subject overviews)
- 3Blue1Brown (visual math explanations)
Useful for rebuilding foundations in weak topics.

Open educational resources (OER)
- MIT OpenCourseWare: free university-level course materials (engineering, math, science)
- OpenStax: free college textbooks
Good for candidates who need deeper foundations in specific weak topics.
Reddit + forums
- r/Philippines and r/studentsph for general advice
- Subject-specific subreddits for engineering, accounting
- Facebook groups for specific exams (check quality; many low-signal posts)
Useful for community and specific questions. Don't use them as your main study material.
Libraries
- Public libraries, including the National Library of the Philippines in Manila, let you read reference books on site for free. Ask whether they keep review books for your exam.
- University libraries: some schools give alumni access
- Local government libraries: collections vary
Often overlooked, and a free way to use expensive books.
Community programs
Some local governments, schools, churches and civic groups run free or subsidized review sessions. Quality varies, but ask at your city hall, school or parish.
What to be cautious about
- "Leaked exam questions" or "actual board questions": illegal, often fake, risky
- Heavily ad-supported sites with low-quality content
- Pirated review center materials (legal and quality risks)
- Outdated materials, especially where laws changed (for example the TRAIN Law and later tax reforms)
