Highest-Paying Licensure Careers in the Philippines 2026

The highest paying licensure careers in the Philippines aren't always the obvious ones, and the honest answer comes with a warning: no official source ranks licensed professions by pay. Private-sector and overseas salaries aren't published on any official scale, and the figures you see online vary a lot by source, city and employer. What is official is government pay, which follows the Salary Grades in Executive Order No. 64, s. 2024. This guide uses those official figures where a government post exists, and explains in plain words what drives pay everywhere else — plus how long the runway from senior high to first paycheck actually is.

How to Read This List

For each career we look at three things:

• Runway — the degree and requirements between senior high and the licence.
• Official government pay — where a government post exists and its Salary Grade is on record. 2026 is the third tranche of EO 64 (DBM National Budget Circular No. 601); the fourth and final tranche takes effect on 1 January 2027. New hires start at Step 1.
• What drives private and overseas pay — in words, not invented numbers.

We're focused on careers that need a board exam under the Professional Regulation Commission, plus the bar. Non-licensed careers (software engineering, marketing, founder paths) can pay well too, but they're outside this list. The order below is not a pay ranking.

1. Physician (Physician Licensure Exam)

• SHS background — the STEM strand or STEM elective cluster is the most direct.
• Degree — a pre-medical bachelor's degree (e.g. BS Biology), then the Doctor of Medicine programme and internship, then the board exam.
• Runway — the longest on this list; specialist training (residency) comes after the licence.
• Pay — government doctor posts are paid by Salary Grade, and every job posting lists the grade and monthly pay. Private income depends heavily on specialty, practice and location.
• Overseas — most countries require their own medical licensing exams.

Highest long-run ceiling for many, longest runway. Plan for a decade or more before strong earnings begin.

2. CPA (CPALE)

• SHS background — ABM, or the Business and Entrepreneurship cluster under the new curriculum.
• Degree — BS Accountancy (four years), then the CPALE.
• The exam — a three-day, six-subject PRC exam with national passing rates of 30.83% to 34.02% in the last three sittings.
• Pay — government accountant and auditor posts are paid by Salary Grade. In the private sector, pay depends on the firm and on whether you're in audit, tax or industry.
• Overseas — many destinations require local accounting credentials; some firms support transfers.

3. Civil Engineer (CELE)

• SHS background — STEM.
• Degree — BS Civil Engineering (a four-year programme under CHED's current standards), then the CELE.
• The exam — two days, three subjects; 35.05% passed in March 2026.
• Official government pay — Engineer I is generally Salary Grade 12: ₱33,947 a month at Step 1 in 2026.
• Private and overseas — pay depends on the firm, the project and your experience; the Gulf and other regions recruit Filipino engineers, with pay set by each contract.

4. Electrical / Mechanical / Chemical Engineer

• SHS background — STEM.
• Degree — BS in the discipline, then that discipline's PRC board exam.
• Official government pay — like civil engineers, government engineer posts are paid by Salary Grade (Engineer I is generally SG 12).
• Private and overseas — energy, manufacturing and plant operations are common employers; pay varies by sector.

5. Nurse (NLE)

• SHS background — STEM.
• Degree — BS Nursing, then the NLE.
• Official government pay — the Philippine Nursing Act sets Salary Grade 15 as the minimum for government nurses: Nurse I earns ₱42,178 a month at Step 1 in 2026 (₱44,148 from 1 January 2027). The government ladder runs up to Nurse VII at SG 24 (₱102,603 at Step 1).
• Private pay — not on an official scale; varies widely by hospital and city.
• Overseas — one of the most established overseas routes for any Filipino licence, through each destination's own licensing process.

6. Architect

• SHS background — STEM.
• Degree — BS Architecture, then two years of diversified architectural experience under a registered architect before the licensure exam (RA 9266).
• Pay — tends to track your portfolio and the firms you work with more than tenure.
• Overseas — some destinations recruit Filipino architects; others require local accreditation.

The required experience years make the runway longer than it looks.

7. Pharmacist

• SHS background — STEM.
• Degree — BS Pharmacy with a required internship, then the Pharmacist Licensure Exam.
• Pay — differs between retail, hospital, regulatory and pharmaceutical industry roles.
• Overseas — many destinations require their own licensing exam.

8. Medical Technologist

• SHS background — STEM.
• Degree — BS Medical Technology / BS Medical Laboratory Science with internship, then the MTLE.
• Pay — hospital, clinic and laboratory roles vary by employer.
• Overseas — destinations such as the US require additional credentials and state licensing.

9. Lawyer (Bar Exam)

• SHS background — any.
• Degree — a bachelor's degree, then law school (Juris Doctor), then the bar.
• Runway — long.
• Pay — varies enormously between government, corporate and private practice.
• Overseas — limited; legal practice rarely transfers.

The bar isn't under the PRC — it's under the Supreme Court — but it's licensure-style and often grouped here.

10. Teacher (LET)

• SHS background — any.
• Degree — BEEd or BSEd, then the LET.
• Official government pay — Teacher I is Salary Grade 11: ₱31,705 a month at Step 1 in 2026, rising to ₱33,387 on 1 January 2027. Master Teacher I (SG 18) starts at ₱53,818, and the classroom ladder tops out at Master Teacher V (SG 22, ₱81,796 at Step 1). Teachers also get a ₱10,000 yearly teaching allowance under RA 11997.
• Overseas — international schools recruit Filipino teachers, with packages set by each school.

The Overseas Factor

For some licences, overseas demand matters more than local pay. Nursing and engineering have long-established overseas routes. Medicine and law are much harder to move abroad because of local licensing barriers. From School Year 2026–2027, new Grade 11 students follow DepEd's Strengthened SHS Curriculum: an Academic track and a Technical-Professional (TechPro) track, with elective clusters in place of the old strands. Roughly:

• STEM (strand or cluster) — the most direct prep for engineering, medicine, nursing, pharmacy, architecture and med-tech.
• ABM / Business and Entrepreneurship — accountancy (CPA) and business management.
• HUMSS / Arts, Social Sciences and Humanities — law, social sciences, education (LET).
• GAS / TVL / TechPro — flexible or technical paths, including education and trades.
