What is the Civil Service Exam?

The Career Service Examination — CSE for short, run by the Civil Service Commission — is what gets you eligibility for government jobs in the Philippines. There are two levels. Professional, which gives second-level eligibility, valid for both first-level (clerical) and second-level (technical and professional) posts. Subprofessional, which gives first-level eligibility for clerical posts only. The field is huge: the CSC counted 279,265 Professional examinees in March 2026 alone, and there are two sittings a year.

CSE 2026–2027 Schedule

The CSC runs the Pen-and-Paper Test (PPT) twice a year. The 2026 sittings were on 8 March and 9 August 2026. The 9 August sitting was suspended in NCR, parts of Region IV-A (Batangas, Cavite, Laguna, Rizal) and parts of CAR because of habagat rains; the CSC hasn't posted a make-up date yet, so check csc.gov.ph. Results for the 9 August sitting are targeted on or before 12 October 2026.

The next sitting is on 14 March 2027. Applications open 2 November 2026 on a first-come, first-served basis, and results are targeted for 11 May 2027. The second 2027 sitting is 8 August 2027 (applications from 10 May 2027). The fee is ₱500. Slots fill fast, so apply early.

CSE Professional Structure

150 multiple-choice test items (plus a 20-item personal-data questionnaire), 3 hours 10 minutes, pen-and-paper. The CSC's published scope:

• Verbal Ability (English and Filipino) — word meaning, sentence completion, error recognition, sentence structure, paragraph organization, reading comprehension.
• Numerical Ability — basic operations, number sequence, word problems.
• Analytical Ability — word analogy, symbolic logic and abstract reasoning, identifying assumptions and drawing conclusions, data interpretation.
• General Information — the Philippine Constitution, RA 6713, peace and human rights issues and concepts, environment management and protection.

The Subprofessional version (145 test items plus the same questionnaire, 2 hours 40 minutes) drops Analytical Ability and adds Clerical Ability — filing and spelling. The CSC doesn't publish how many items each subtest has.

Passing Score

You need a general rating of at least 80.00 to pass either level. Recent national passing rates for the Professional level have run between about 14% and 17% (for example 15.14% in August 2025 and 16.18% in March 2026). The rate counts everyone who sits, prepared or not, so treat it as a reason to prepare seriously rather than a verdict on your chances.

How to Prepare

Plan on 6–10 weeks of steady review. Daily 30-minute drills across Verbal, Numerical, and either Analytical or Clerical depending on your level. Throw in a timed mock every week. And whatever you do, don't ignore General Information — its scope is short and well defined, and it rewards memorisation. People leave easy points on the table here every cycle.
