The Civil Service Commission (CSC) administers the Civil Service Examination (CSE), maintains the roster of eligible government workers, and sets policies for hiring and promotion in PHL government positions.

The CSE has two levels:

  • Sub-Professional: For clerical and support positions (typically high-school graduates)
  • Professional: For positions requiring a college degree
