- Specific programme strength better at private
- You value smaller class sizes + better resources

- Networking opportunities important

Most ambitious students apply to BOTH:
- UPCAT (if competitive)
- ACET, DLSUCET, USTET (private backups)
- PUPCET (free public backup)
Decide after acceptances based on:
- Total cost (with scholarships if any)
- Programme fit
- Career trajectory expected
- Family finances
RA 10931 changed the equation
Before 2017, even SUCs had tuition. Now most free. Significantly shifts financial calculus toward public unless private offers strong scholarship.
